Through the Wirtschafts-Portal-Gesetz NRW (WiPG NRW), the Wirtschafts-Service-Portal.NRW (WSP.NRW) became the central digital gateway for the economy in North Rhine-Westphalia. As a result, various requirements were met: First, the EU Single Digital Gateway Regulation (SDG Regulation). Second, the European Services and Professional Qualifications Directive (Single Point of Contact Service). Thirdly, the WSP.NRW is established as a single body in accordance with Paragraph 71a et seq. of the Verwaltungsprozessgesetz NRW (Law on Administrative Procedures, ‘the VwVfG NRW’).
By implementing these requirements, all business-related administrative services are standardised, bundled and provided free of media disruption by the WSP.NRW. This corresponds to the implementation of the Online Access Act (OZG).
Applications made through the WSP.NRW will enter the Jira ticket system – the WSP.NRW downstream system. The application data should be transferred from the Jira ticket system to the respective specialist procedure of the responsible body without media disruption. The aim is to enable the connection to the specialist procedures about six months after the live operation of the online service. As soon as a connection for an online service is sought, d-NRW AöR contacts the respective specialist process manufacturers.
Pursuant to Section 12 of the WiPG NRW in conjunction with Section 1(3) of the WiPG Implementing Regulation (DVO), the competent authorities are obliged to use the technical procedure to connect to the Jira ticket system without media disruption.
