For the organizational dimension, the state of North Rhine-Westphalia has opted for a process that offers direct participation and at the same time ensures close support. As part of the operation of the individual online services, the focus is on the continuous maintenance and further development of the same. Here, the state of North Rhine-Westphalia wants to ensure direct participation and close support for the reuse alliance. This is reflected in the planned accompanying committee structure. Uncomplicated and regular communication as well as joint decision-making on relevant issues are central to taking into account the technical, legal and technical requirements for the online services developed in the WSP.NRW. The accompanying committee structure ensures a constant flow of information and joint decision-making on relevant issues.
After the first year of operation in 2022, continuing operations will be accompanied by a robust board structure to take into account the technical, legal and technical requirements for the online services of business-related administrative services. Three bodies are used for this purpose:
MWIKE plans to establish an overarching political governing body across all administrative services in order to address fundamental, strategic questions regarding the design of the post-utilisation alliance and the general further development of online services of the WSP.NRW. In addition to NRW, the co-benefiting federal states, federal organisations, chambers and associations should be part of this steering committee. Questions to be addressed here could be, for example, the handling of the operating costs of the services as well as requirements for fulfilling CSO maturity level 4 (once-only principle). The aim is to provide the federal states with a platform for exchange on fundamental questions about reuse and to jointly develop solutions.
One way to take account of the constantly emerging and changing technical requirements for online services could be to use the relevant federal-state committees for the technical control and further development of the respective online services. Within the respective meetings of the federal-state committees, corresponding requirements could be articulated, specified according to requirements in further sub-working groups and then fed into the further development of online services in a coordinated manner.
In addition, an architecture committee will be set up to deal with overarching and technical issues such as data exchange formats and payment interfaces. In addition to the post-utilisation federal states, the IT service providers are part of the architecture committee.
In addition, there are also other diverse opportunities to participate in the technical provision and sharing of EfA online services.
