Below you will find an overview of the ongoing pilot projects that are being carried out to reach maturity level 4 of the Online Access Act (OZG) or to modernise the register.
The pilot project ‘Administrative interface commercial register’ complements the EfA implementation project (one-for-all implementation project) in the field of ‘cross-section’. In this topic, an administrative interface to the commercial register is developed. The work with and in the WSP.NRW is aimed at linking the register to the national Once-Only-Technical-System (NOOTS). This involves the use of the generic data retrieval standard and the components required according to the target image of the IT Planning Council.
A major advantage of the WSP.NRW is that the online services are already inherently based on standards. For example, XUnternehmen, one of the central XÖV standards, is already regularly used: Both the human resources management interface and the generic data retrieval standard rely on XEnterprise. The WSP.NRW can thus function as a hinge and clearly illustrate the advantages of the NOOTS.
It is planned to take advantage of the results of the work in the cross-sectional field. Using the example of selected use cases, a proof retrieval using the generic retrieval standard will also be tested in parallel with the development of the management interface. This requires a high degree of probability that the solution specified by the EU will be adapted or profiled specifically for the selected use cases. One possible approach to adaptation may be to develop a mapping between the generic standard and the management interface. In the event of success, the solution will be transferred to a uniform operation throughout Germany via the Coordination Office for IT Standards (KoSIT). At the beginning of the configuration of an online service, reference processes, reference resources and other uniform tools are also provided, which are based on the available standards of KoSIT and Federal Information Management (FIM). In addition to XGewO, this also includes, for example, XCompanies.
In order to test the frequently required exchange of evidence between different authorities in Germany in a timely manner, the central commercial register (GzR) and the central federal register (BzR) will be considered in a further pilot project. In addition to the commercial register, both registers are of paramount importance in the online services of the WSP.NRW. North Rhine-Westphalia is expected to assume responsibility for the implementation of the EfA for the connection of the GCC in the field of cross-section.
Both the GZR and the BZR are among the registers listed in the Annex to Section 1 of the Identification Numbers Act (IDNrG). Pursuant to Section 7(2) IDNrG, these registers are obliged to transmit data in the form of the 4-corner model. For both registers, the connection to the NOOTS is therefore mandatory. According to the current state of knowledge in the national context, the standards XTA (Standard for uniform access to data transport procedures in e-government) and OSCI (Online Services Computer Interface: Standard for transport procedures in e-Government). In addition, the German Administrative Services Directory (DVDV), the software Governikus and the public key infrastructure of the administration will be used.
On the occasion of the EfA implementation project, the following main tasks could be implemented in addition to the register interface, aimed at achieving CSO maturity level 4:
Finally, a further infrastructure component of the target image of OOTS/NOOTS could be integrated, for example, the further development of the public key infrastructure. The integration of a further piloting of the data protection cockpit could also be implemented, possibly in co-/post-use of the pilot from Bremen.
The requirements resulting from the Single Digital Gateway Regulation (SDG Regulation) at European level amount to testing cross-border access to evidence with other European Member States (presumably the Netherlands and Austria). The first steps have already been taken there. These sub-projects focus on the connectivity of the national system to the European one. Challenges include in particular:
Management of the different standards and technologies of data transmission: OSCI (Online Services Computer Interface) in the national context, AS4 (Applicability Statement 4) in the European context.
Illustration of an authentication that complies with the eIDAS Regulation (eIDAS: electronic IDentification, Authentification and trust Services).
Transmission of the relevant data fields (minimum data set for natural and legal persons) by means of the Exchange Data Model at European level as well as to national systems. It is planned to develop and implement an eIDAS connector in the WSP.NRW. This means that eIDAS nodes can be accessed, for example, with the ELSTER company account. This enables a European identification of the users and the persons and companies represented by them, which is as compliant as possible with the eIDAS Regulation.
Precise mapping of syntax and semantics of the single-digital gateway data structures with the national counterpart, probably not only for request and response, but also for the proof itself. This should be used as a structured document for media-break-free further processing on the pages of the accessing site.
Dealing with the preview component, which is mandatory in this case due to the requirements of the SDG Regulation, on the part of the requesting body.
In this subproject, the development of an SDG connector as a technical solution for connecting the NOOTS to the EU OOTS, which can also be reused in other projects or other head offices, will be examined.
