Focus on reuse: The heart of the EfA principle

With the [‘one-for-all’ principle] (https://www.onlineaccesssgesetz.de/Webs/OZG/DE/grundlagen/nachwertung/efa/efa-node.html) (EfA), the federal government has created an important building block for the implementation of CSOs by the federal, state and local governments in order to enable a nationwide, rapid digitalisation of administrative services. The EfA principle is ambitious – it calls on all levels of German administration to work together in a new way. A successful EfA implementation should represent a milestone in administrative digitization and show a new path for future digitization.

Key success criteria in the context of EfA implementation are, on the one hand, the offer of reusable online services by implementing federal states and, on the other hand, the actual reuse of these online services by the other federal states. With the takeover of nine EfA implementation projects, we have committed ourselves in NRW to implement economic-related services in an EfA-compatible manner and to make them available to other federal states for reuse. We take an agile and innovative approach to the development of EfA services in order to increase efficiency gains.

Our concept for the reuse of EfA services
By assuming responsibility for the implementation of nine EfA implementation projects from four different CSO topics, we are developing more than 300 business-related administrative services for co- and post-utilisation. The WSP.NRW and the EfA services developed by us are based on a technical concept that ensures compliance with the [EfA minimum requirements] (https://www.mhkbd.nrw/themenportal/onlineaccesssgesetz-und-portalverbundnrw). 7 online services are already available in the WSP.NRW, which are designed in such a way that they can basically be reused by interested federal states.

Our EfA services are stored on the marketplace of the [OZG Information Platform] (https://informationplatform.ozg-umsetzung.de/iNG/app/intro) and the [FIT Store] (https://www.fitko.de/fit-store). In addition, we have created a [service catalog] (https://wsp3-backend.krz.de/system/files/media/document/file/202112_nrw-ozg-leistungskatalog.pdf), which gives an overview of the EfA services we have developed and is continuously expanded. In our roadshow events we inform in detail about our developments, possibilities of reuse as well as about our [EfA connection concept] (https://wsp3-backend.krz.de/system/files/media/document/file/efa-connection concept.pdf).

You are interested in a reuse and would like to participate in the creation of the online service?

We will be happy to involve you in further work and provide you with all relevant information. We want to achieve efficiency gains by involving those interested in re-use from other federal states at an early stage in the preparation of forms. We digitise our online services in so-called digitalisation roads and thus have a well-rehearsed process. The technical requirements for the online service are created in so-called requirements workshops. You can contribute your ideas and country-specific needs directly. The service is then validated and quality assured.

MWIDE runs regular roadshows. All interested parties are invited to participate in one of these events. As part of the roadshows, we will inform you about how we work and how you can use our online services. The next roadshow events will take place on 11 January 2022.

Would you like to use an online service of the WSP.NRW?

Our EfA services are made available to other federal states on the FIT-Store of the FITKO. The FIT-Store as a marketplace for public administration creates a platform on which supply and demand can easily find each other. The developed online services are offered for sale centrally via the FIT store. In the future, federal states that are interested in re-use can obtain these directly via the FIT store. An EfA service can consist of one or more LeiKas, which can also be used separately. We are currently working on a cost model, which is expected to be available in early 2022.
