Declaration on the accessibility of the Wirtschafts-Service-Portal.NRW

This statement was updated on 09 November 2022. It applies to the service.wirtschaft.nrw website and to all forms provided on this page.

The Ministry of Economic Affairs, Industry, Climate Protection and Energy of the State of North Rhine-Westphalia is trying to make the website service.wirtschaft.nrw accessible. Websites should be designed to comply with national legislation transposing Directive (EU) 2016/2102 of the European Parliament. The Disability Equality Act NRW and the Accessible Information Technology Regulation NRW (BITV NRW) apply to the Land NRW.

How accessible is the website?

At present, the Wirtschafts-Service-Portal.NRW is only partially accessible under the above-mentioned laws and regulations. We are currently working on improving the accessibility of the site. However, we ask for some patience, as part of the programming of the page must be intervened.

Non-accessible content

The contrast of some elements is too low or the stored PDF documents are not sufficiently barrier-free. Furthermore, some alternative texts for controls, graphics and objects are missing.

In particular, the following barriers are present on the pages and in the forms offered:

  1. Some form fields are not linked to their labels in such a way that assistive technologies such as screen readers or voice control can identify them as belonging together.
  2. For groups consisting of several radio or check boxes, their group headings are also not linked to the individual elements in such a way that they can be recognized and read or output with them.
  3. In addition, form elements such as check boxes and radio buttons are not clearly visible because their border is too bright.
  4. More complex form elements such as selection menus with additional text input (combo box) can only be used to a limited extent with the keyboard. In particular, repeated deletion and re-selection of content is not possible.
  5. There are no jump links yet to skip larger content sections such as menus or header links.
  6. The preservation of accessibility – where content can be downloaded or saved as a PDF, for example – is not guaranteed.
  7. The division of the form sections by headings is not always given in such a way that the list of these headings results in a meaningful structure that people can orient themselves to.
  8. It is not yet possible to use the autocomplete function when entering personal information.
  9. The page title of the form subpages is not yet meaningful enough.
  10. There are link texts that do not yet give information about where the link leads.
  11. The keyboard focus is not visible enough in some places.
  12. All status messages and change announcements are not accessible to screen reader users.

Monitoring Centre for Accessible Information Technology of the State of North Rhine-Westphalia

The monitoring body for barrier-free information technology of the state of North Rhine-Westphalia regularly checks whether and to what extent websites and mobile applications of public authorities of the state meet the accessibility requirements.

The aim of the work of the monitoring body is to ensure compliance with the requirements for barrier-free information technology and to ensure a comprehensive implementation of the legal regulations.

Conciliation procedure / enforcement procedure

If you do not receive a satisfactory answer to communications or inquiries regarding the barrier-free information technology of this website, you can contact the Ombudsperson for barrier-free information technology of the state of North Rhine-Westphalia. The Ombudsperson is assigned to the Commissioner for the Concerns of Persons with Disabilities and is legally enshrined in §§ 10d, 10e BGG NRW and §§ 9 et seq. of BITV NRW. With the involvement of all stakeholders, the Ombudsperson tries to identify the circumstances of the lack of accessibility so that the institution can remedy them. It's not about finding winners or losers. Rather, the aim is to find a solution to a problem together and out of court with the help of the conciliation body. The conciliation procedure is free of charge. You don't need a lawyer either.
