The concept of digitalization roads

Since the beginning of July 2020, our concept of digitalisation roads has provided the WSP.NRW with the basis for accelerated implementation of the requirements of the [Online Access Act] (https://www.gesetze-im-internet.de/ozg/OZG.pdf) (OZG), but also of the [Single Digital Gateway Regulation] (https://eur-lex.europa.eu/legal-content/DE/TXT/PDF/?uri=CELEX:32018R1724&from=EN) of the EU. By means of a standardised approach, business-related administrative services are thus digitised virtually ‘on the assembly line’. In doing so, the cooperation of all actors involved in the portal is optimized.

Standardised approach

Our approach – the use of a core data model at the format level – is unique in Germany and makes us independent of software solutions and licenses. The core data model for the new standardisation procedure ‘Xunternehmen’ was [published] by the Federal Ministry for Economic Affairs and Energy (BMWi) in April 2021 (https://www.bmwk.de/Redaktion/DE/Press Releases/2021/04/20210409-vollstaendig-digitale-kommunikation-inter-wirtschaft-und-verwaltung.html). The core data model allows all personal and company-related data to be represented via a uniform legal form model. The standard creates uniform requirements for business-related administrative services within the framework of the Online Access Act. At the same time, it creates the basis for networking with registers, which are company data.

In this way, we will be able to put at least 200 business-related administrative services into production by the end of 2021. These include other commercial licensing procedures, anti-money laundering services and administrative services relating to the special use of roads.

The services are connected to the existing components in the WSP.NRW. This includes the connection to the service account.NRW, the registration via my company account/Elster, the possibility of using an automated payment service (ePayBL) and the integration of a media-break-free electronic return channel.
